Background / General description

The World Bank, Country Office in Nigeria is looking for a highly organized, energized and experienced professional, capable of operating effectively in a very demanding fast-paced environment to serve as the local Procurement Specialist.

The procurement services, in Africa Region of the World Bank, are provided by a Procurement unit (AFTPC) that is part of the Operational Quality and Knowledge Services department (AFTQK).  AFTQK also includes the Financial Management Services unit, the Results and Learning Group, the Operations Support group, and the ACTAfrica group (AIDS Campaign Team for Africa).

The Procurement Specialist will be located in the World Bank Country Office in Abuja, Nigeria to support Bank’s operations in Nigeria and in other countries assigned from time to time. S/he will also work on country procurement system improvements. The work implies frequent interaction with Managers and Technical Specialists in the sector and country management units and staff from other agencies, donors, consultants and borrowers. More specifically, working together with other procurement specialists in the same country office, and under the guidance and supervision of the Lead Procurement Specialist (Procurement Hub Coordinator) based in the Nigeria country office, and under the management of Regional Procurement Manager (RPM) based in Washington.

Duties and Accountabilities

Specifically, the incumbent will be responsible for the following:
•    Provide procurement support during project preparation; and project implementation (including prior and post reviews of all procurement documents and decisions for selected projects in Nigeria, and other countries as required from time to time, of the projects portfolio financed by the Bank;
•    Assist the Borrower in procurement capacity building activities including support during country procurement assessment and the procurement reform process;
•    Work on procurement matters across sectors in the performance of the Bank’s fiduciary and service functions, seeking guidance on complex projects/issues from senior procurement staff;
•    Review and handle the technical, commercial and legal aspects of procurement (in consultation with Legal and Policy departments as necessary) at all stages of the project cycle;
•    Provide operational advice to clients and Bank staff on concepts, policies and procedures for international and local procurement;
•    Participate in missions as procurement expert on projects; assess procurement implications of project design, evaluate institutional capacity of borrowers and develop suitable procurement plans; conduct prior and post reviews of Bank-financed contracts;
•    Participate in country procurement assessments; prepare background analysis; collaborate on developing appropriate public procurement legislation and practices;
•    Negotiate and resolve difficult procurement issues with Borrower agencies and handle questions/ complaints from senior officials and contractors on bidding and award issues;
•    Prepare a range of procurement-related documents and reports; and providing guidance and training to junior procurement staff.
•        Under the guidance of the Procurement Hub Coordinator, review and handle procurement-related complaints and misprocurement cases, and liaise with the Department of Institutional Integrity (INT) on cases relating to fraud and corruption in procurement and contracting process.
•    Monitor and ensure compliance with Bank’s procurement fiduciary policies and performance against Bank service standards for procurement under projects in the Nigeria portfolio.

Selection Criteria

A Masters degree with a major in a relevant discipline (e.g. Engineering, Law, Procurement, Finance, Business or Commerce) and relevant training in procurement work.
•    At least five (5) years of direct relevant work experience as Procurement Specialist or alternatively, having had responsibilities with a substantial content of his/her position in the procurement area in or outside the World Bank;
•    Good knowledge of all concepts and principles of and approaches to international procurement, and of public procurement systems;
•    Knowledge and understanding of technical, commercial and legal aspects of procurement at all phases of Bank lending operations;
•    Demonstrated analytical clarity, problem-solving skills and negotiating skills with ability to balance project objectives and procurement requirements with client needs;
•    Task/ Project management skills;
•    Strong communication skills in presenting, discussing and resolving difficult issues, both orally and in writing, and excellent listening skills;
•    Ability to deal sensitively with a multi-cultural environment and build effective business relationships with clients and colleagues within a matrix management environment;
•    Ability to function effectively in multi-disciplinary teams with a matrix management environment;
•    Exceptional degree of integrity, judgment and tact in handling the most sensitive, diverse and confidential material.
•    Understanding of Bank business objectives, policies and practices related to project/sector and critical links to procurement is desirable.
•    Knowledge and experience in e-procurement will be an added advantage.

EFCC please focus, the war is about the perception of being one of the most corrupt nations in the world."

I'm not particularly interested in the politics, but the perceived reality affects us directly.

A decade in existence on-line with a subject matter that involves Nigeria is a challenge.

The Image of Nigeria globally has been so battered it is almost impossible to do anything on- line without the "Fraud alarm" kicking in, and then the cynicism and then the rest.

Try being a Nigerian Internet business operating on the global stage, the challenges are immeasurable.


So when the current EFCC Chairman Mrs Farida Waziri starts to talk about the challenge of Cyber Crime we pay attention because urgent compelling attention is needed in this area yesterday!!!

Not the talk but action. Many leaders talk in Nigeria but very few get the Job done.

This takes me to my next point   Nuhu Ribadu,    

Somewhere down the road, Nigeria became synonymous with corruption.People began to steal with impunity, we dropped to the lowest rungs on any international ranking and it was business as usual.

Ribadu was appointed to sort out the problem and you know what ? He did his job...
People question where his loyalties lay etc.

I tell you what I know, for the first time in the history of Nigeria, the little man could see that hmm

Suddenly everyone became conscious of some kind of accountability or at least the fear of being caught.

There  was a story of one of these government officials in the past regime who came to London on one of those "Trips"...

On a normal day he took a trip to the cash machine and tried to make a withdrawal from the machine.
suddenly he got a message " Your card has been confiscated contact your nearest branch for further information" (a normal occurrence sometimes)

No lie the guy thought chei, EFCC !!!!

He left what ever he was doing and was on the next flight back to Nigeria thinking to himself hmm.. hope I'm not in trouble.

What I'm getting at here is accountability  and at least for the 1st time people began to pay attention.

The International community noticed and the original perception began to change.

I see action here not talk in a country full of big talkers with no constructive action.

This man waged a war against 419 operators in Nigeria and had an impact.


Basically if Nuhu Ribadu was biased and offended people let the almighty Allah be the judge of that..

But in the meantime leave the man alone and instead focus your attention on doing a better job than he did

At least maybe our children will one day inherit a country with an improved international perception.

Pope appoints first Nigerian Ambassador

Pope Benedict XVI has appointed a Nigerian an Apostolic Nuncio, the Pope’s Ambassador.
Monsignor Jude Okolo, who hails from Ozubulu, Ekwusigo Local Government, Anambra State, is the first Nigerian to be so appointed.Monsignor_2

He is the Pope’s representative to the Central African Republic and Chad.

The appointment was announced in a statement signed by the Press Secretary to Archbishop of the Basilica of Most Holy Trinity, Onitsha, Rev. Fr. George Adimike.

Okolo was ordained a priest for the Catholic Archdiocese of Onitsha on July 2, 1983.

He worked with the Pontifical Council for Inter-religious Dialogue from 1984 to 1986 before he entered the Ecclesiastical Academy, a Vatican institute for training diplomats.

After his doctorate degree in Cannon Law, he began his commission from January 1990.

Okolo served in Srilanka, Haiti, Antille, Switzerland, Czech and lately Australia before his elevation to Apostolic Nuncio.

According to the statement, every Nuncio is an ordained Archbishop.

Okolo will be ordained an Archbishop of Novica by Francis Cardinal Arinze at Our Lady of Assumption Cathedral, Nnewi, Anambra State on September 27.

After the ordination, the new Nuncio, who is a polyglot, will assume office, making him the third African to be appointed Nuncio and first Nigerian.

Meanwhile, the Prefect, Congregation for Divine Worship and Discipline of the Sacraments at the Vatican, His Eminence, Francis Cardinal Arinze, has expressed satisfaction with the Peter Obi administration.

He is in the country on his annual vacation.

Arinze, who spoke with reporters shortly after presiding over the Pontifical Mass at the Basilica of the Holy Trinity, said he attracted unprecedented development to Anambra State.

He spoke of the improvement in the traffic flow at the ever-busy Upper Iweka Road and Nkpor junction, where, he said, trading on the streets and loading of vehicles on the road had significantly reduced, "while the road network along those areas had been repaired".

The cleric praised Obi for the improvement in physical infrastructure and education.

He urged the Governor to provide an alternative place for those relocated from where they do businesses so that they do not suffer unduly.

Obi, who was at the service, thanked Arinze for making out time every year to visit the state. He called for his continued prayers.

The governor said he would continue to preside over the affairs of the state with the fear of God.
